Missouri Wildlife Habitat Incentives Program (WHIP)

The Wildlife Habitat Incentives Program (WHIP) was reauthorized in the Food, Conservation, and Energy Act of 2008 (2008 Farm Bill).  WHIP is a voluntary program for private landowners to develop and improve high quality habitat that supports wildlife populations of National, State, Tribal, and local significance.  Through WHIP, eligible participants may receive financial and technical assistance to develop upland, wetland, riparian, and aquatic habitat areas on their property.  To learn more about WHIP in Missouri, see the Missouri WHIP State Plan.

Interested parties may apply for WHIP at their local NRCS office in their USDA Service Centers. Your local USDA Service Center agencies are also listed in the telephone book under United States Government, Department of Agriculture. 

Current Program Information

WHIP applications can be submitted year round.  To apply, applicants must submit a signed NRCS-CPA-1200 with Appendix (Conservation Program Application) AND a signed FY2009 WHIP Screening Tool Worksheet, for all conservation practices seeking FY09 WHIP financial assistance.  NRCS personnel will assist each applicant to complete the FY09 WHIP Screening Tool Worksheet, based on all practices for which a producer is requesting FY09 WHIP financial assistance.  Screening Tools will be used to establish a High or Medium or Low priority; High priority applications will be considered for funding before Medium or Low priority applications, and Medium priority applications will be considered for funding before Low priority applications.  However, priority does not guarantee funding: funding decisions will also be based on an applicable ranking score. 

Eligible applications submitted by 4:00 p.m. Friday, March 13, 2009, will be considered for the next available funding.  A certified planner will assist the applicant(s) to develop a WHIP Plan of Operations (WPO) to identify planned conservation practices to be implemented through WHIP.  This WPO will be the basis used by NRCS to complete the appropriate FY09 WHIP Area Application Data Form. Each FY09 WHIP Area Application Data Form was developed based on national, state, and local resource concerns, and will be used to generate the Application Ranking System.

A certified planner will assist you to develop a wildlife habitat development plan and complete all required information for your WHIP application.  Applications that provide the most wildlife habitat benefit are the most competitive for WHIP funding.
