Missouri Grassland Reserve Program (GRP) Policies for Fiscal Year 2005

Scoring and Ranking

Applications must consist of at least forty (40) contiguous acres unless a written waiver request is approved by the State Conservationist. Offers may include grassland and certain incidental areas. Incidental areas can comprise no more than 10% of offer. Where a single grazing system encompasses more than one tract, adjacent tracts may be combined on one application only if they are contiguous.

Scoring worksheets will be completed for each application and signed by the applicant and the technical representative.  At the time of scoring, the applicant must choose a 10-year, 15-year, 20-year, or 30-year rental contract application, or a 30-year or permanent easement. Applications will be scored according to existing practices and/or conditions. Planned practices that are not currently in place will not be used in scoring. Cost share for restoration activities will NOT be available for inclusion in FY2005 contracts.

Ranking worksheets will be completed for each county and sent to the State Conservationist by the ranking deadline. Each application will be recorded on the ranking worksheet and include: County name, Administrative Area, Applicant name, Tract number, Limited Resource Farmer designation, Beginning Farmer designation, Offered acres, Length in years of rental or easement application, GRP region, Score, and Total Dollars.

Conservation Plan and Contract Development

The conservation plan will address all offered/contract acres.  Each paddock/hayland field in the conservation plan will be identified as either predominately warm season or cool season species.  The conservation plan will address nesting season restrictions as follows:

Warm season grasses:

  • Haying or seed harvest activities are NOT permitted during the primary nesting season (May 1 thru July 15)

Cool season grasses:

  • Haying, seed harvest, or grazing activities are NOT permitted on 25 percent of offered cool season acres during the primary nesting season (May 1 thru July 15)

  • When grazing and/or haying/seeding activities are restricted on 25 percent of offered acres, ungrazed or unharvested areas should be blocked together to the extent possible.
