Comprehensive Nutrient Management Plan Incentive Payment Initiative
Missouri NRCS announces the implementation of a financial assistance
incentive initiative for Comprehensive Nutrient Management Plan (CNMP)
development for certain fiscal year 2007 animal waste-related Environmental
Quality Incentives Program (EQIP) contract holders.
Participants in the CNMP Initiative must use a TechReg-certified Technical
Service Provider (TSP) to develop their CNMP and will be responsible for paying
the TSP once CNMP development is certified. Information about TechReg-certified
TSP's is available at USDA TechReg.
NRCS will provide this CNMP financial assistance incentive payment to the FY07
EQIP contract holder(s) after the CNMP development has been certified and
processed in Protracts.
A Comprehensive Nutrient Management Plan (CNMP) is a conservation system plan
that is uniquet to animal water operations. It includes a set of
conservation practices and management activities that address natural resource
concerns dealing with manure and organic by-products and their potential impacts
on water quality. A Statement-of-Work describing items to be contained in
a CNMP may be assessed in the

Office Technical Guide.

- Click on "A Non-Practice Statements of Work" and then select
"Comprehensive Nutrient Management Plan Statement of Work".
Producers who currently have a FY07 EQIP contract that requires the
development of a CNMP should contact their local NRCS Field Office no later than
May 3, 2007, in order to schedule an appointment for contract review and
possible modification to include this CNMP. In addition, some FY07 EQIP
contract holders may also be eligible for this CNMP Initiative if they are
currently either an animal waste operation or receive waste material from an
animal waste operation and wish to employ a TSP to develop a CNMP.
Financial assistance payments will be available only to those FY07 EQIP
contract holders who modify their existing FY07 EQIP contract to include this
CNMP option. Payment will be based on the type of confined animal (i.e.
beef, dairy, poultry, swine) and/or acres needed for animal waste distribution.

Common CNMP Initiative Questions

What contracts are eligible for the Comprehensive Nutrient Management Plan (CNMP)
Initiative?
Answer: Those contracts funded during fiscal year 2007 that are
livestock/animal waste related and either currently needs a CNMP or wishes
to develop a CNMP for an existing animal waste operation.

What is the procedure for adding this CNMP Initiative to my FY07 EQIP
contract?
Answer: As there are limited funds available for this CNMP
Initiative, contact your local NRCS Field Office no later than May 3,
2007, to schedule an appointment to review your current FY07 EQIP
contract (to determine if this Initiative is available for your operation)
and to schedule an appointment to modify your FY07 EQIP contract. If
you contract is modified, you must then sign the modification no later than
Friday, May 25, 2007, in order for the modification to become effective this
year.

Can I
add this to my EQIP contract from a previous year, say to my FY05 EQIP
contract?
Answer:
No, this option is not available for any prior-year contracts, only for FY07
EQIP contracts.

Does this CNMP have to be developed by a TechReg-certified Technical Service
Provider (TSP)?
Answer: Yes, a certified TSP is the only source outside of NRCS
that may develop a CNMP for NRCS planning, application and certification
purposes.

Can I also modify my
FY07 EQIP contract to include hiring a TSP to design my waste storage
structure?
Answer: At this
time, the CNMP Initiative funds are targeted only for the development of
your CNMP by a TSP.

How
long do I have to decide if I want to participate in this CNMP Initiative?
Answer:
You must contact your local NRCS Office by close of business Thursday,
May 3, 2007, so they can work with you in modifying this option into
your existing FY07 EQIP contract. There are limited funds available
for this CNMP Initiative and we do not expect to receive any additional
funds this fiscal year for this purpose.
